Payment Systems Consulting is an advisory business established in Dubai that provides services to the banking business community in the Middle East in Strategy, Fast-Track and Knowledge Transfer.
PSC is focused on the Payments business including Issuing (Credit, Debit, Prepaid, Payroll, Loyalty and Corporate Card Solutions), Acquiring, Outsourcing, Systems Implementation and other Card Projects.
PSC has recently started a business aggregating a pool of cutting edge payment technologies, to allow the banks in the region cost-effectively have access to these technologies.
Since its inception in 2005, PSC has been enabling the Payment Systems industry in many ways. Our CEO,
Mohamed Belarj, spent over 30 years in the banking industry, of which 25 in the Payment Systems industry, 15 with MasterCard International, of which 10 years as the Regional General Manager for the Middle East and Africa.
Our clients comprise International Card schemes, Banks, Processors, Investors and Software providers in the UAE, Saudi Arabia, Kuwait, Oman, Bahrain and Egypt. Our consulting consists of Business Case and Profitability models, Strategy Consultancy, Partnership/Alliance building, Sales force and Branch training, Card Product Development and implementation as well as Chip Acquiring upgrades.

Mohamed Belarj
Mohamed Belarj is a well known and highly respected figure in the Middle East North Africa payment business. Keynote speaker specializing in Payments Strategy and Technology issues at the Arab Banking conferences and official spokesperson for MasterCard in the Middle East for over 10 years. Belarj has spearheaded a number of initiatives in the Payment Systems in the Middle East and North Africa, including country-wide projects such as Domestic Processing and Switching, Chip Migration, Payment Gateways, Payroll, Debit and Money Transfer solutions. He enjoys a network of senior bankers and Regulators in the Middle East and North Africa. Over the years Belarj has made quite a few contributions to the press.
Mohamed Belarj has over twenty five years of card business, 14 of which at the helm of MasterCard International Middle East/ North Africa in Dubai.
Mr. Belarj has direct experience with the Card Business from a variety of perspectives: R&D, Marketing, Operations, Card Center Management, Vice President of Operations for MasterCard International, SVP and General Manager for Middle East North Africa and Pakistan; and now founder and CEO of Payment Systems Consultants and founder of the Payment Systems Card Academy.
Mr. Belarj has been exposed to the critical areas of a card scheme: Franchise, Operations, Network, Acceptance, Technology, Security and Product Development. Belarj has also been part of various MasterCard Think Tank groups on the card business.
Mr. Belarj has designed and was President of “C3 Card”, a company that provides a MasterCard Payroll Card and prepaid card products. He also started up and was the CEO of VoiceCash Middle East, a German-Dutch Mobile Money Transfer/ Payroll company in the UAE.
